Some read-only files can be changed to allow for edits by removing the read-only attribute in the file properties. Right-click the file and select Properties. Uncheck the box for Read-only and click OK. 3 Sept 2019

I’d recommend the "write to ini once" option, allowing it to return to read only. It prevents any accidental overwrites in gameplay. It can be annoying however if you set your game options (vats options, pip boy colours, difficulty etc.) in game, since it will reset everytime you restart FNV.

Skyrim. ini (located at %USERPROFILE%/Documents/My Games/Skyrim by default, although Mod Organizer stores it in its own profile folder) is the Master INI file. It can modify all settings used by the game.

ini may now be created in the game’s user folder (%USERPROFILE%\Documents\My Games\FalloutNV). Setting entries included in this file will overwrite the values defined in either Fallout. ini or FalloutPrefs. ini.
