Open your OBS Studio and click Settings on the bottom-right of your screen. Select the Output tab on the left. If you want pixel-perfect live streams, change the Video Bitrate to 4000 Kbps. This is the optimal video bitrate for live streaming in Full HD (1080p) at 30 FPS.

Most users who want to stream will be using an x264 encoder (which uses lossless compression) and within OBS Studio you can select that option and then modify it, changing presets to get a good overall balance for your needs.
The encoder is skipping frames because your CPU is overloaded. If you do not want to change your preset, try changing your Output Resolution to 720 and/or Common FPS to 30.
This is an indicator of very high system load, will affect stream latency, and may even cause individual audio sources to stop working. Keep an eye on CPU usage especially, and close background programs if needed. Occasionally, this can be caused by incorrect device timestamps. Restart OBS to reset buffering.
