Low latency is not the same as low speed. Latency is measured in milliseconds, and indicates the quality of your connection within your network. Anything at 100ms or less is considered acceptable for gaming. However, 20-40ms is optimal.

CL16 is better than cl18 when you wish to reduce a slight lag for your processor. If your budget is low, cl18 is preferred, as there is not a big difference in computer speed when both are compared.
CAS latency is an accurate indicator of real world latency performance. As speeds increase, CAS latencies also increase, effectively nullifying some of the speed gain.
