What to do if PC is not shutting down?

Full Shut Down and Restart

1. Search for and open "Power Options" in the Start Menu.
2. Click "Choose what the power buttons do" on the left side of the window (Figure 3). Figure 3 – Windows Power Options.
3. Under "Shutdown settings" make sure "Turn on fast startup" is unchecked (Figure 4). Figure 4 – Windows System Settings.
