Is Cyberpunk 2077 Moddable?

Recently there have been a few Cyberpunk 2077 mods that have been newsworthy. Most of them have focused on making the game run at more playable frame rates, or improving the game’s visuals on certain rigs. … That last one’s important as it adds new functionality to the game.
