Is 1024×768 a good resolution?

Yes. The fewer pixels one needs to worry about, the less intensive it is on the graphics card. So, the same card might run a game at 26 frames per second in 4K, 70 FPS in 1080p, 160 FPS at 1024×768. But, it comes at a trade-off, sacrificing resolution / image quality for speed.
