How do Pokemon count steps?

So, even if you shake the mobile at a steady speed, the game will think you are walking. But you need to shake the mobile in a same way and should not slow down. So, if while walking on the treadmill, If your mobile is shaking while you keep it in the pocket, it will count the steps.
