Steam Engine Error: Could not load library client

1. Restart Steam.
2. Download and install the latest Microsoft Visual C++ Redistributable.
3. Temporarily disable Security Software.
4. Move Steam installation.
5. Repair Steam Client Service.
6. Verify game file/cache integrity.
7. Uninstall and reinstall Steam.
8. Perform System Restore.
