Fix Steam black screen or not loading

1. Update your graphics driver.
2. Delete web browser cache.
3. Delete Steam app cache.
4. Disable Beta Participation.
5. Add -no-cef-sandbox in your Steam shortcut.
6. Uninstall, and then Reinstall Steam.
