Cannot upgrade from Windows 10 1709 to 1903

Clear Windows Update cache.
Use Reset-WindowsUpdate. …
Use Windows Update Assistant.
Mount the latest Windows 10 (I know, it’s 1909, but one needs to update to 1903 first before 1909) and use setup.exe to do an on-top install to keep the files and apps intact.
