Does ds3 still ban?

In Dark Souls 3, administrators decide whether a player deserves to get banned from the game or not. In most cases, they will isolate you for a certain amount of time, so you will not have the option to play in multiplayer mode. If you continue with Terms of Service violations, you will get banned permanently.
