Why do the USB 3.0 ports need a power cable? According to USB specification, a host (computer) should be able to deliver some power over USB cable. This decision was made by USB consortium on purpose in order to simplify connecting small devices without a need for additional cable.
Most computer USB ports supply 5V of electricity with a maximum current of 0.5A. This amount of current is standard across the majority of computers and means the overall power output will be 2.5 Watts at best. Later USB designs bring that current up to 0.9A.

Unpowered. Non-powered, or passive, USB hubs do not have an external power source and only pull power from the computer’s USB port. Unpowered hubs have compatibility issues with devices that need more power to operate than the hub can provide.

The voltage must be within 7 to 24 or 7 to 40 Volts DC, depending on the specifications of the USB hub. The power supply must convert AC to DC (no AC output). The power rating is equal or greater to the requirements of the hub.
