Can you play Fallout New Vegas on Steam with a controller?

The game has partial controller support, works fine with an xbox controller, real mouse and keyboard, or the steam controller set to gamepad input, but won’t work with the steam controller set to mouse input. Works fine with the newer Borderlands Pre Sequel and even the much older Witcher 1.
