Can Fallout 76 be beaten?

Fallout 76: No. There are multiple quests where you are required to kill something or someone. Fallout 4: Technically, yes, but only technically. At the bare minimum, Kellogg (and I think, Skinny Malone and/or Darla) need to die, but you can use pacified enemies or companions to do the killing for you.
