Why do USB 3 ports need a power cable?

Why do the USB 3.0 ports need a power cable? According to USB specification, a host (computer) should be able to deliver some power over USB cable. This decision was made by USB consortium on purpose in order to simplify connecting small devices without a need for additional cable.
